On January 18, 2021, the Urban Development Division of the Ministry of Housing and Urbanism (“DDU”) issued Circular DDU 455, which recapitulates and reconsiders previous pronouncements issued by that body with respect to Article 55 of the General Law of Urbanism and Construction (“LGUC”) and Decree Law No. 3516 (“DL 3516”).
